If you mean “Hard” subbed, where the subs are part of the picture and can’t be turned off in your player,
then, no, they can’t be removed..
is correct, once they are hard coded you can’t remove them. They can however be cropped out, but you’ll loose some of the overall size of the picture, top or bottom depending on where the subs are. Here are 2 links to help you crop out subs using “Avidemux”:
