Rectricted Access Windows XP

I want to give administrative access to students in Labs on windows xp pro. Restricted access does not allow them to use IIS (Internet Information Server) and visual studio .net.
Is there anyway i can restrict the user accounts and still they can use IIS and Visual Studio or use a third party software to restrict add remove programs and other features even for the administrator unless those features are allowed by the software and password protected.
Please help me if any software can do that plz

There is to block both, but not to block one out of the two.
