Laptop charger interference external monitor

I have my laptop plugged in via S-video to my TV, when i put it on charge my display has small bars of interference and is only present when the charger is on.
i have tried via VGA and this still has interference so I am guessing its the charger.
i have a Toshiba a300 the charger/power supply is a replacement one, is it the charger?
i read some were its the earth and by taking this out will fix the issue! i don’t want to do this..
are there any filters about?
or what specs will a charger have to have so it doesn’t cause those streaks of interference?
