Laptop Charger dead…

I got this problem today….
My cousin was playing on his laptop and in one moment the lap top truned off…
When he was looking for the problem he saw that the charger was changed from 19 to 20v ..And when he connects the charger the light is blinking ..So should the battery rest so it can cool. Or something happend and he has to buy a new one ?

you try it with the battery out ?
got a multimeter to check the output of the charger ?
