How to install Ubuntu restrictions

Hello my friends,
I want to create a user account that can run in a single application session.
I just tried to do with CHMOD, I created a user and group and I want everyone I put in this group can only run a single application like open office or firefox.
I’m doing but I do not come out yet, help me please!
