Will i get USB 3.0 Speed !?

It comes with an USB 3.0 port and my previous external HDD also features one but i never got the USB 3 speed, just the usual 20-30 MBps.
Now i am buying a Seagate Backup Plus 1 TB External Hard Disk see ,
Can i expect USB 3 Speeds NOW !?
Or something is wrong with my internal HDD ? , 640GB.
The one i am buying also has an USB 3.0 port.
USB3 Port+USB3 device=USB3 speed.

I’d say it’s highly unlikely that he isn’t.
USB3 externals come with a USB3 cable by default (Which is also backwards compatible with USB2 of course)

I believe USB 3 has max data rate of 4Gbps (as per wikipedia). Your spindle based HDD is unlikely to match that speed, stick a SSD in there and you will see improvements
USB3 has real-world transfer rates of 70-140 MB/s. So there’s no need for an SSD here.

Don’t confuse Gigabit to Gigabyte or Megabit to Megabyte, they are different units. If a laptop only has one hard drive and its been hogged with running programs, there is a high possibility that you will only see peak transfer speeds on some occasions. Of course if your laptop has a slow hard drive, there isn’t much to say. To get best speeds, you need ideal setups (which most people forget).

You should get 4-5 times faster than you get with USB 2.0 on an ordinary setup, great for moving really large files or folders full of small items (Pictures etc), you will certainly notice the difference.
