Registration Failure

Registration is not working. Evey time my friend clicks create a new account he get the message:
Sorry, but the board administrator does not allow new registrations to this board.

It will not work for me either. [ I checked after calling him a fool for doing something wrong during the process]

registration is disabled until the administrators decide to enable it again.
