not really, could be server issues from their side and other factors.
Well only some proxies work for downloading but are very hard to find.

if they block it by the dns then using opendns
will fix it
if not then you should switch to a diff ISP
or signup with a VPN service (costs $$)
using proxies isnt practical,some of em
wont max your speed not to mention
95% of em have file size limits
so you wont be able to download much
using one
