Are you sure it is actually locked ? (ie have you tried an alternative SIM from another provider)
Quite a lot of these phablets/tablets are unlocked (My Tab 3 is from T-Mobile UK and is unlocked already)

You can get things unlocked on ebay for �0.99 – just use a reputable seller. That’s how I get mifi’s unlocked as it’s the easiest method.
