Need some advice on updaing an adroid smartphone

I have a smartphone by the name of coolpad 8190 from china that runs android 4.0, being in chinese I can’t download any new apps from anywhere(there is no play store or anything like that), I am new to android and I would like to know how to update it to 4.1, or 4.0 in english. Plus is there anyway to install apps to an android from the computer? Is jailbreaking/rooting the device a good option?

There’s a site ‘slatedroid.com’. It is quite good for chinese android phones. You may try there.
