Hello !
Here are few components I’am very happy with :
Intel Core I7 2500K
Hitachi Deskstar 7k300 (1,2 or 3 To)
8Gb of DDR 3 or even 16gb since prices are very low nowadays (i recommend G.skill)
A motherboard with USB 3.0
Don ‘t know if you play vidéo game but a good mid budget Graphic card : Radeon HD 6870
Bye

What’s your native budget and where are you from? Do keep in mind that prices vary greatly from country to country.
I seriously doubt your an American, You have an Indian woman on your avatar, Your English could’ve been a little better, You put the dollar sign after the amount and you ended your post with cheers (which is typical for British/Australian ppl)

Well, seeing that you don’t have gaming needs, and that you don’t want to overclock, so realistically you shouldn’t need to spend over $600.
This should do:
i5 2500
Hyper 212+
Antec 302
any z68 board
HD 6770
8gbs ddr3 1333
500gbs F3 spinpoint
Antec HCG-520 High Current Gamer 520W

In my humble opinion, you don’t need an upgrade just to convert movies. You are on a Quad Core already! Just use different settings, or use a preset that is not too CPU intensive (slow) and use a higher bitrate for that setting (to compensate slower preset with higher bitrate) for the quality. This will considerably improve your encoding time.
If you have a PCI Express x1 slot, then get a USB3 add-in card for 800 and use a software like ExtremeCopy Standard Edition (it’s free) to improve copy speeds,
