Need Good PDF Editir Software

I need to find a PDF editor that will allow me to do these things:
1. Be able to edit documents that are protected.
2. Be able too add notes on the side of sentences or paragraphs.
Basically I want to be able to edit documents I receive, some being protected, and in editing be able to add comments on the side.

Foxit reader is a faster alternative to Adobe and has a lot of functions for editing documents.
