I am trying to uninstall itunes but it won’t allow me from control panel.

Sounds like permission problem..
Try installing it in safe mode if you don’t want to fiddle with permissions..

You have two solutions: Use the iTunes installer or use a program like revo uninstaller to remove it for you.

It means that the installation has not finished. You need to finish the installation by executing the iTunes installer.
