Is there a program that can edit out scenes from the DVD5?

Is there a program that can edit out scenes from the DVD5 or DVD9 movies and burn them to disc including the original movie menu? I mostly download DVD5 movies. I usually watch movies with my family. I was wondering if I can cut out inappropriate scenes from the DVD5 movie and burn it to disc without anything else being altered (especially the original movie menu and quality).
