inspiron 11 mini laptop wont seem to boot from USB

I recently repaired my shitty little inspiron 11 mini laptop to hook it up to my living room tv so i could watch any movies i downloaded off it. but my accounts locked. I’ve tried every password i’ve ever made basically and the laptop does not even have a cdrom to boot from a disc, I’ve tried putting windows xp installations on it through usb but would only load to harddrive, completely ignoring my memory drive, dariks boot and nuke, anything that can let me install a new OS so i can connect to my tv. I can’t do anything without my old password and im SCREWED cause its a few years old and i didn’t put any of my normal passwords and my only password hint is LK and im pretty sure i just typed the first two letters on my keyboard for the hint but i just spent 10 bucks on this new usb flash drive and its not booting from it. Is there any way for me to get a new OS on or some how get my old password? If anybody could help out it would help me so much, has some of the best problem solvers on it and any place else would be ~ censored ~ who think i stole the computer or something, is just a good resource and helped me out on tons of my pc problems on my old account. Please somebody offer assistance?

oh wow, this looks like it could work.. i hope it ~ censored ~ boots to my flash drive BAD though. i have no disc drive. like who the hell makes a computer without a disc drive one, and an unbootable usb drive. what if your computer gets ~ censored ~ or you forget your password like me? do they just expect you to buy a new one? so horrible. ill tell you if i break through with this.
