How to change avi vedio file resolution without loosing its

hey guys any software beside virtual dub & movie maker coz both are crashing in my windows , i just want to change the resolution from 956*388 to 688*288 nothing else without loosing its quality !

Freemake Video Converter can do the trick.
You can edit the preset and type in the resolution you want.
You can also set the bit rate etc that you would like.
It will take some time because you are re-encoding to a new size.
Quality will be OK if you keep the bit rate reasonable..

abcAVI Tag Editor can change the “frame size” without recoding, in some cases
see the “Hacks & Tweaks page” (force frame size)
I have had some success doing this with that app
and always work with a copy as this app edits the tags of the copy you have open
