What Program can I use to Get this Video Effect (Superimposing Face Pics unto Video)?

Its just masking , any video editor with masking could do it , can be time consuming .
I cant be bothered searching, but have seen a web app where you upload a face like that and it shows it through a song and dance thing… Wasnt a program, but a web app.. Have to search for it yourself..
Can u suggest Some Video Editors ? Or even the Website thats Does this Easily
I Google and Found Nothing matching what I wanted to do.
