Block Utorrent connection

I wanne block utorrent connection on a other computer so i dont lag when my bro is downloading with utorrent.I can install programs on his pc so that isnt a problem. I have a philips SNA6500 router and a ZyXEL P-2602H-D1A modem
well , i think utorrent needs some ports forwarded to work right,so if youll remove em
from the router port forwarding configuration that might work,or you can install
a firewall and set it to block utorrent , but using netlimiter might be a better solution , its a program for managing upload/download
speeds for each program , so you could restrict his speeds
