Auto FTP uploader

1. I want a program that will automatically upload a folder to my FTP giving it a pre-set permissions along with putting the date it was uploaded. (It’d be awsome if it could also pack the files but it isn’t needed)
2. I’m looking for a program that will automatically upload all files in a set folder that have not been uploaded before.

Filezilla works well, and is freeware.
Thanks , can you explain how to do what I want to do on it? I’ve been using it for years and I’ve never seen anything to automaticly do anything. I even just looked and didn’t see
