youtube ad agency?

Well, this is a very common revenue model (CPS/CPA) that advertising agencies use to advertise on youtube/internet. I would suggest get more info about them and do some research to find if they are credible.
You need to have an Adsense account though in order to have their ads to display on your videos/channels, otherwise Google will run the ads they see best fit.
You can go through this for some starter info this.

hmm it just seems fishy to me, the guy said i would be paid at the end of each month via paypal… all i have to do is put a link in the description of my videos and i get a percentage of the sales they make, anyone have any experience in stuff like this? for now im just going to leave it as it doesnt seem trustworthy

Whatever you do don’t sign over your channel to anyone. That’s one of the new youtube scams.
