Windows 8 running apps install error

Sometimes when I go to run a setup file it will come up with an error and say it cant be run, yet if I right click and run as administrator then setup file runs fine. Is there a way to set this so I dont have to keep right clicking on most things and I can just run as normal? Yes I am logged in as administrator.

Click START, type Local Security Policy, click the shortcut, select Local Policies then Security options, change Accounts: Administrator Account Status to Enabled.
