AFAIK a podcast has been pre-recorded and distributed. Shoutcasts are broadcast live (or atleast they are for Counter-Strike shoutcasts)

So in this case they don’t want you hammering the bandwidth with 100 people watching/listening at once. But they don’t mind a file being downloaded 100 times over a period of time.

Podcasts are audio files that can are recorded for playback and are commonly used to save jamming sessions, DJ sets, radio shows and live performances ready to be listened to and played back as one individual podcast file.
Shoutcast or shoutcasts are voice files that are used to connect to a microphone and then to an external source to project audio from the microphone user and onwards to specific users logged into the server (like Team Speak, Ventrillo etc.), or another known meaning for shoutcasts are PHP developed minature chatrooms built into websites or forums for instant communication usually with any member logged in or present on that specific page.
