Whats the difference between encoded and decoded?

I might sound like a complete noob, but I’ve been looking at the WHMCS warez, and everyone wants them decoded – whats the difference from encoded?

movie rippers encode DVD files in a format they want, i usually do in .AVI. decoded means it’s suitable for all, you can play the file with any player.
