[Solved]8GB of RAM but 3.98 usable Windows 7 64

Interesting problem.
No offence here – are you SURE they are 2×4 G and not 2×2 G?
Your total is 4 and installed is 8 – odd.
Thoughts:
Are you running Ram disk software?
Maybe the ram terminals are dirty – windows can see the ram ID chip but not allocate the space itself – maybe take them out and gently wipe the contacts with a pencil eraser then blow of the dust and re-seat.
You’ve tried re-seating them, have you tried swapping slots (or using different slots if you have more than 2)?
Also – Motherboard limit? Check your MB, it might only allows for 4Gig?
Also – maybe one bad memory module; you can have an error in a module and still have windows “see” the size of it.

OK, some answers:
Pull one stick out, reboot, check what windows says.. repeat for the other stick of memory.
Pull both sticks, do the wipe with eraser thing (NB – watch for static). Replace.
Pull both sticks, swap around, replace….. do the same with the other two ram slots if you have them empty (i mean, use them instead of the ones you’re using).
Download and run memtest overnight, check for any errors.
as per your screen you have 4 gb installed kindly check if both sticks are working or not else your windows do support 8 gb ram.
Its registering there is 8GB so I think both sticks are working, just needs a bit of jiggling about, try inserting them in RAM slots 1 & 3, or slots 2 & 4 depending on your motherboard, the manual will normally indicate which slots to use.
If you can show screenshot of My Computer Properties, it will be helpful
Well i’m back
After cleaning and testing them 1 at a time and both shown 4GB each, I tried them in every slot together and managed (after many attempts) to get it working and showing the full 8GB

Well done – extra credits for having the balls to do it yourself (a lot of people are scared of doing those clean/switch things, especially with ram).
Cheers, I normally let my brother sort it but since he’s away I had to try myself, Time to enjoy it since I just put a new cooler in and graphics card.
