Question About USB Ports

I have Acer Aspire One,and sometimes i need to charge my phone from laptop ,so is there anyway after shutdown to make usb ports still active to charge my phone,i searched in bios but nothing for USB Ports

I had a powered USB hub once that made all the ports on my desktop pc live all the time, which was useless.
I would say no.
Can you not just get a wall charger for the phone ?

Do u hav playstation 3 or Xbox 360. If yes plug in USB ports When consoles are on. I used do that while I played games. While my iPod touch was charging
Or maybe u can get a plug charger from eBay ( the one u plug in ur wall socket)
