Please help- SMS (texting) for Outlook 2013 Office how to send

Hi,
Does anyone know a software package that may be an add in to enable Outlook 2013 to send and receive text messages

Also, it depends on your country as to what software addons if you chose to use one.

I did a search Microsoft and the program (mosa) they offer does not work on my 2013 office Outlook. I see it in the add inns but it will never load.. that is why I ask here.. for maybe a commerical program
