Open Run with Administrator Privilege. Then type regsvr32 ExplorerFrame.dll

Thanks for help..I tried your suggestion and systemt tells me it loads ExplorerFrame.dll … but then adds entry point DLLregisterserver was not found.. message then suggests I check if the dll and or the OCX are present

Prompt as administrator:
sfc /scannow
We need this to check some possible causes. If everything is alright then you can download again the Explorer’s components. There should be also a fixit tool from Microsoft.

You could do a System Restore if you have a good restore point before the problem occurred.
You may be able to do a repair install of Windows.
You did not mention your version of Windows but I know the repair works well in 10.(It’s like an in place upgrade where you are upgrading to the same thing, so to speak)
Google ‘Repair Install’ for your version..
