Lowering computer volume past minimum

I recently got an external sound card since the one in my laptop was broken. Here’s the problem: the volume is too loud even if the levels are set to one. Is there a way I can lower it even further via Windows 7? Are there any programs that can help with this? Maybe download an equalizer program and lower all the settings?

You can try this:
Go to Control Panel>Sound then select your speakers and click Properties>Enhancements
One of those options is an EQ of sorts with some presets down below.

“Breakaway Audio enhancer” is a good audio output tweaker

It’s a cheap $10 sound card made by Syba. I’ll try the program. Thanks for the help.
