iPhone 3GS updated to 6.13 won’t activate

I recently started using my iPhone 3GS again but it was still on a 4.x version of iOS. I restored it in iTunes to the newest version 6.1.3. Now the activation screen shows on my phone, but after choosing a wifi access, it tells me to try again later. It has been doing that for 2 days now.
Can anyone help me out?

Is that the trick with the power button? Because my power button is broken.
Few simple qestions…
1. You got your iPhone from some network carrier or not?
2. Is your iPhone SIM FREE or not?
means on hacktivation. That is proces of activation of device which are not SIM FREE or from network carrier…
