Internet Block Issue

I work at a state university in Turkey and recently they did something to mess up our internet.
Previously they blocked many things but we figured it out by using vpn, dns or other stuff.
But this time I don’t know what they did but no matter what I can’t access certain websites or they run really really slow(50kb/ps on avarage). But when I try downloading linux distros for example, dl speed goes up to 5mb. When I checked task manager saw this:

dns name and IPv4 and IPv6 settings are different from what I set on my network settings. Do you think this is the problem, if so can someone give me an advice?

It does look like they have you by the throat and you are getting throttled, at least internet wise.
I guess that once you use there DNS they can direct you to what they want or something like that..
You said you tried setting your own DND (such as Google) and that did not work..
A thought here is that if you put the IP address of a site you wanted to go to, in the Hosts file,
You might be able to get there directly without using any DNS server.
We used to use that method to access when the DNS servers had the wrong info.

accessing web-sites is ok, but how about using torrent and etc?
