HP charge for warranty service?

HP charge for warranty service?A representative need to charge me $100 for a replacement battery of my laptop.When they receive my old battery in exchange of the new one they just leave the charge.My location is in Puerto Rico and they dont offer personal service here,i need to mail them the hardware.I know that representative ask me for $100 guarantee because he suspect that my plan is to keept two “working batteries”.The new one for free.My question is:below the HP guarantee this $100 charge is illegal?Thanks for the attention.

If it’s a refundable deposit, then yes they probably can do it.
I would however, make them pay for the postage costs if you have to send it to another country.
