Help with the error “please insert a disk into drive: d

Here’s the problem: I have two optical drives: 1 cdrw from samsung and one dvd romfrom hitachi in my dell dimension 4600 computer. (Yeah i know its kinda old). Both the of them turn on, open up, are detected by the computer, all drivers and firmwares are up to date. But no cd/dvds work AT ALL. It has the hourglass busy signal by the mouse but nothing loads. When I click on the drives in my computer they say “please insert a disk into drive whatever”. I put in a diagnostic boot up disk and both of them work perfectly when reading disks.
So it must be a problem with windows, right? What is wrong and how can I fix it (without reinstalling windows)? thanks!
Try reinstalling the drivers, I have had this happen dozens of times but in my case they are toasted.
