[HELP] Installing WebServer on External Drive

Im brain dead right now Im trying to figure out how would I go about installing Windows Server Web on my external drive from my Windows XP desktop?
What im trying to do is I wana be able to use my External Drive and connect it to any computer and be able to access it via the web
Any adive if I dont need Windows Server how how I go about having a server to use on any computer I use to get to the external drive from the web.

I take it no one can help me with this question?
I cant seem to figure out a way to install any operating system on to this external drive. telling me there might be a CMOS drive type settingbut if thats the cause its pretty much impossible to open it i think from looking at it but Im sure there is a way to instal Windows server on this.
