Do you use a Dial-UP?
If yes, right click, properties, networking, and try changing the ‘Type of VPN’, the same thing happened to me and when I called my ISP that’s what they said I should do…
Edit: Remember what option it was before so if it doesn’t work you choose back that option.

whats your upload speed?
Answer #9
All depends:
1. It all depends where the servers are located for each website.
2. Downloading while browsing
3. Broadband company’s can rip you off (eg. can say they give you 12gb of speed, but in fact its 6gb)

my speeds according to speedtest.net are:
down:  602.6 kB/s
up:  60.6 kB/s

which is pretty close to my actual up/down speeds when upping or downloading… and it doesn’t matter if im only surfing, d/ling or u/ling it is always slow loading pages regardless of the browser or time of day… but it wasn’t like that when i had dsl (it was real snappy maybe 3 seconds for a page to load)… not like now where it take 45 seconds to load any page (even text only pages)… i finally got opendns up and running but it seemed to make no difference (except now i cant access any Google pages )

… all the info ive been able to find suggest DNS errors, TCP/IP errors…. any help would be appreciated cause this makes the whole internet experience horrible… almost to the point i don’t wanna browse… and i pay way to much for service for it to suck this bad… PS i have downloaded 27gb & uploaded 46gb since i got the new service and i don’t wanna call them cause they might think i am a b00tl3gg3r … but i have read that Charter is notorious for this problem??? sorry for the long response but this took less time to type out than it took for the page to load
