You might need to install extra drivers for the front USB ports, check your device manager for any ! images, update where needed ;>

Front ports are fussy. They could have the following issues: Not enough current supplied, cable not firmly plugged in, cable plugged in the wrong way around, USB port disabled in device manager.
It is not normal but usb can be bloody fussy about some things chances are it will see other drives correctly in which case there is nothing you can do I have a 4 usb port and only 1 of the four gives that exact problem with only 1 of my usb sticks
is it a 2.5 Inch External Hard Drive?

Nope. It is without the white part

I have same problem as you, used to have win 7 and it worked perfectly on front usb ports, i have win xp now and its not working, and im sure its not getting enough power, i dunno how to fix it
