Does having illegal applications on Android require rooting?

I sold my iPhone 3GS 32GB and bought a Samsung Galaxy S II. I had a jailbreak to install illegal applications. I wish to install illegal applications as well on my SGS II.
I cannot install illegal applications on the iPhone without jailbreak.
Can I install illegal applications on the Android without rooting?
In that case, I would like to use the device unrooted for the few months.

for me on my htc desire hd i just had to copy and paste the files onto a sd card and install, also click an option in settings to allow non market applications, no rooting required.
should be the same with sgs 2.

The answer is No..
Some software need rooting..But that have nothing to do with illegal application..
For android phones..Just copy the Apk file to your phone memory card and run it to install..
Nothing else is required..
