Do you know of a way where users connect to a server via thin-client, then they can download any app

Most cases are it’s pre-loaded with stuff, but I want to make it where the client (on a thin-client) can install anything he wants and use the server’s processing speed (the host server).

Well,
In order for the user to install anything he wants on the server – all you need to do is give him local admin rights, or some sort of access to allow those actions.
Once he is connected using the RDC, his computer will not process anything, apart from local resources such as usb\local disks\local printers etc not sure about the video tho.
If you want the user to preform installs on the Thin-Client itself, he just needs an admin user to the TC. No server involved.(also no processing on server side).
