C:\windows\system32\config\system is missing

is there any other way except the installation of new windows to fix this problem

What version of Windows are you using ?

boot to any disc you can run a check disk from
your OS install disc or Hiren’s BootCD’s MiniXP are two that can do that
if file corruption caused the problem this might fix it
otherwise it’s reinstall your OS time

or possibly an OTT (repair) install – depending on what Win he is using.
