Couldn’t create new partition or locate existing one. HELP

“setup was unable to create new system partition or locate an existing system partition. See setup log files for more information”
thats the error I get when I try to install.
Its reaching as far as that. The screen where you can select refresh, load driver, delete, extend, format, new
You know that screen? you click next but when you click next that message comes up. This is the message I am getting when I try to install windows 7 on a netbook via a USB flash drive
any taught on why this is happening?
usually using a DVD works fine but this netbook dont have dvd drive

I did this and it still does not work
Start DISKPART
Type LIST DISK and identify your HDD disk number (from 0 to n disks).
Type SELECT DISK <n> where <n> is your HDD disk number.
Type LIST PARTITION
Type SELECT PARTITION <n> where <n> is your partition number of the last drive (Drive 0 Unallocated Space 20 Gb)
Type CREATE PARTITION PRIMARY
Type ACTIVE
Type FORMAT FS=NTFS QUICK
Type ASSIGN
Type EXIT twice (one to get out of DiskPart, the other to exit the command line tool)

Not sure I fully understand it, So windows setup is able to detect the HDD but unable to partition it or cannot detect it at all? Do clarify.

ok dont bother I got it to work
I used rufus to convert the ISO to a windows bootable image

probably faulty hdd. Or maybe loose sata cable.

its stuck on completing installation

but how come Ubuntu installs and runs fine?

ok completing installation is done it seems to be working fine
its on setup is preparing your computer for first use so I believe everything is completed successfully
