Can’t open any .exe files >>Please Read<<>&g

I am getting this message when i am trying to acess open a file,
“Windows cannot access the specified device, path, or file. You may not have the appropriate permission to access the item.” Somebody told me it’s something in my registry can someone please help?
It happens for anything i download.
Ive tried alot of things, Nothing has worked.
Windows XP SP3
Yes im admin.
Hope someone can help – The diskdrive is ~ censored ~ on this pc – trying to get win7 onto a dvd to put that on it – then the dvd might get picked up – very dodgey version of windows on this pc. Any input is appreated!

if a programs path can’t be specified then there’s nothing there to be launched. try MANUALLY going to an EXE’s folder/path. like for example c:\program files\Mozilla\Firefox\is the exe there? or the folder in general?
i know this is always the stereotypical response to a PC’s problems.. but an exe. path error is usually always caused by some sort of Trojan deleting the exe’s/paths. the quickest way to tell is if you try and install something new… download a programs SETUP.EXE from your WORKING partition/computer and launch it on the NON-WORKING PC. if it installs, and launches correctly… then something definitely messed up your paths/registry to your pre-existing programs. and that would mean a reformat, because usually when a path is damaged, it’s more than the EXE that’s missing.. it’s multiple files in that programs folder.

yeah it dosnt, and i cant even download a iso or anything to reformat.
and my DVD RW Drive dosnt work, Its picked up by the hardware – in system etc. but dosnt load a cd.

you can install VIA usb. but you’d of course have to find a USB drive big enough to support Windows files.

cant u get another computer to burn the dvd?
then u would be able to reformat using the windows disk

you can boot from erd commander and do a system restore from the “boot disk”
