how do i fix this vista home basic

right click on the folder -> select security (or properys -> security)
click edit
click add
type your username in the box, click ok
check the ‘full control’ box
click ok

Start > Control Panel > User Accs > ‘the account you are on’ does it say administrator?

then right click on the ‘compaq’ folder and change the security, make sure you set it to ‘apply to all subfolders and files’ if it gives you the option
