Jpeg compressing software

Any good and free or cracked application for compressing photos without losing the image quality?
or is there a way to do it in built-in windows software? (ms picture manager)

what source material are you compressing?
The GIMP works just fine. open it, save as, set quality as highest

I’d recommend Photoshop, but not with the simple “Save as” but you can play with the quality using the save option “Save for Web and Devices”. Works just fine for me.
