game/internet/browser problem :S

well i know its stupid tittle
but…
whenever i stop playing counter strike online
and i close it
then i cant browse any sites anymore
i get that “page cant be found message”
so i have to restart computer
but my downloads by download manager are still downloading
idk what causes this and how to fix it
