Language Learning Portal

Hi All,
I want to develop a language learning program (english/Dutch). The idea is to have a framework that could accept language plugins(english/dutch).
I have looked into quite a few options but my goal is to have one development environment{non java} to target (desktop/web) based solution.
Can anyone suggest any program/development environment that would help me create this e-learning program/site very fast ?

and you can use MS visual studio for this..
