He is using a CLI (Command Line Interface). In other words, instead of using the software’s Windows interface, he is typing in all the settings as commands.
Here is a glossary of all the X.264 settings:

There you go, that should do it.
For –psy-rd 1.02:0.4 you need to enter 1.02 in the Psy-RD strength box and it drops the .02 from the box but it does put it in the options. Not that that is important, using 1.0 won’t make any difference.
For the partitions all, you just set Macroblock options to All. But no real difference there. It’s just a simpler command line switch instead of typing them all out. You can type it or any other option into the Custom command line box as you can see.

x264-settings totally depends on the source. For cartoon/anime, many bframes and refs are useful, but for ordinary film, it isn’t. Also, low AQ and Psy_RD-settings (–aq-strength 0.2 –psy-rd 0.5:0.0) are good for cartoon/anime, while for normal film –aq-strength 0.8 –psy-rd 1.2:0.0 is good. For HD-encodes, –merange 24 is good.

is using MeGUI, an excellent X264 transcoder.
