Looks like you have DHCP handling this, but not sure why its saying (preferred). Not 100% sure what this means, but at this point I would make sure your not specifying the IP anywhere or log onto the router and see if it is giving you that IP for some reason. Your router will be at:
http://192.168.0.1/
If you can’t connect to that, then there is for sure an issue getting you a valid IP. Try resetting winsock and restarting:
netsh winsock reset
