To understand sync issues with video material played on the PC or TV you have to address the issues of so called TS and PS (Transmission stream and Program Stream). This refers to media recorded from Tv ONLY.
In order to overcome sync issues you have to demultiplex the video and then multiplex it. This is splitting of video stream and sound stream and then merging them together again to achieve perfect sync.
Use Elecard Xmuxer or Project X ( freeware based on Java) to achieve the result.
WMP player is not to up to standard to playback movies either on PC or Tv.
Unfortunatly you might have to buy Cyberlink Power DVD or Win DVD. Nothing else comes close to the quality displayed by these programs.
When it goes out of sync, in VLC you can use Ctrl K or Ctrl L to either speed up or slow down the audio as required until it's in sync.
Some files are just not synced correctly when captured or re-encoded.
