Switch on ActiveX in Win7

Software I want to use needs ActiveX in Win7, but I seem to have switched ActiveX off.
How do I switch ActiveX back on again in Win7 please.
A step by step guide would be greatly appreciated.

-Right-Click the “Computer” button in the start menu
-Left-Click the “Manage” category
-Double-Click the “Services and Applications” name in the Name Box
-Double-Click the “Services” name in the Name Box
-Right-Click the “ActiveX Installer (AxInstSV)” name in the Name Box
-Left-Click the “Start” option
And there, you are done.
