its just an alternate server its perfectly normal.

Rapidshare got hundreds of servers and get their bandwidth from 10 or so different internet backbone providers. The names are just the host names for the different servers.
For example:
rs139l32.~ Dead file host ~
rs139 is the host name of the server. Level 3 (2) is the provider.
