Rocket Dock Problem! (No Wallpaper..?)

I recently installed rocketdock and i also have my desktop set to show no icons, so all there should be is the dock and the wallpaper.
However, whenever i turn on my computer, the wallpaper is missing and i have to re-apply it. When i first turn my computer on, all that appears is the default colored, plain blue wallpaper. I’m also running a windows blinds theme called neo vision, but i’ve been running windows blinds for a long time, and the problem started occuring when i first got rocket dock.
It’s annoying having to re-apply the wallpaper everytime i reboot my computer.
How can i fix this?
